Explanatory letters of the Estonian laws in xLaw application

We are happy to announce that all explanatory letters of the laws adopted by the Riigikogu (since 1992) in Estonia are available in the xLaw application next to the provisions of the law (explanatory letter’s excerpts at the relevant §, section and point).

Currently, 383 laws are in force, including 12 laws adopted by the Supreme Council in the period 1991-1992, 3 laws adopted by the people’s initiative and 368 laws adopted by the Riigikogu from 1992 to 2023.

An extract of the explanatory letter explaining the history of the legal provision and the purpose of the legislator is available by clicking on the button next to the relevant provision: in the "Seletuskiri" section ordered chronologically. Link to the proceedings of the Riigikogu where complete explanation is available can be opened by clicking on the title of the extract.

In total, the xLaw application contains more than 90,000 explanatory letter excerpts. We add explanatory letters to new laws on an ongoing basis after they are published in the Riigi Teataja.
